We are aware an issue with specific terminals is causing customers of select Financial Institutions and Credit Unions to receive declines when making a purchase with their OEP-enabled Interac Debit Chip and PIN card at certain merchants, including some automated fuel dispensers. Significant progress has been made in applying a fix across impacted merchants.
It is important to note that this is not a card issue, but rather a software issue with specific terminals processing any OEP-enabled Chip and PIN transactions, Interac Debit included. For context, Offline Enciphered Pin (OEP) technology is designed to make Chip and PIN transactions on a credit or debit card even more secure than they already are.
The Interac Debit systems are working normally for cardholders at non-impacted terminals, and affected cardholders can still use their Interac Debit contactless enabled card or device to complete an eligible transaction.
